The brief

The purpose of this notice is to invite experienced organisations who deliver this type of provision to participate in a scoping exercise with Blackpool Council to help design a delivery model aimed at delivering the very best care and support to Children and Young People with Special Educational Needs and Disabilities.

This exercise is in response to the requirements of legislation set out in the Children’s Act 1989 and 2004, amongst others, which aims to provide the following provision for Young People and Children with SEND: • Day-time care in the homes of disabled children or elsewhere • Overnight care in the home of disabled children or elsewhere Blackpool Council wishes to enter into a dialogue with organisations that have a proven track record in supporting children and young people with a wide range of physical, mental and/or learning disabilities, including working with children who have a diagnosis of Autism Spectrum Disorder (ASD) and Attention Deficit and Hyperactivity Disorder (ADHD).

Experience of one, or both, of the following forms of provision is important: • Overnight respite care for children with SEND • 1:1 personal care in the home, and in the community where necessary, for Children and Young People with SEND
