Context and Purpose of the Pre-Market Engagement RFI.

UK Local Authorities (LAs) will play a key role in delivering the UK's Net Zero targets and accelerating the UK's transition to a net zero future.

However not all LAs have the resources, time or know how to determine, design & deliver the solutions needed to achieve the changes required in their local areas.

Working together with LAs, Energy Systems Catapult (ESC) has developed a prototype platform that brings together the key components of a SLES Marketplace platform that can guide LAs through the stages needed to deliver complex smart local energy projects.

The purpose of this RFI is to receive and elicit feedback on the conceptual design of the SLES Marketplace platform to include but not limited to: • To understand if there is any existing solution that can deliver the scale, flexibility and openness that is required? • if an existing solution can be modified? • if it is recommended to build something new?

In all cases ESC is seeking feedback regarding but not limited to: • indicative costs (a breakdown of the various elements will be very helpful)? • timescales from start to final commissioning of the Platform. • challenges associated with implementing the proposed solution.

This information will be used by the ESC to develop more detailed requirements for the system which will be used in our subsequent RFP we plan to publish in the near future to supplier who have registered their interest and responded to the RFI.
