The brief

The Notting Dale Heat Network (the “Heat Network” / “Project”) is to be delivered and operated by a Special Purpose Vehicle wholly owned by the Council.

The works are being planned, and will be delivered, with a high degree of resident engagement.

The Council will be undertaking the procurement on behalf of both itself and the SPV.

The initial phase of the Project is to serve the Lancaster West Estate (LWE) for which the intended heat users include around 800 residential units, a school, a large Council-owned leisure centre and business units for SMEs (Baseline Studios).

The Notting Dale Heat Network project is anticipated to expand through future phases, which are currently being assessed.

The Lancaster West Estate (LWE) in North Kensington, London, is also benefitting from a comprehensive Refurbishment Programme, which is being led by the Council to improve its social housing stock (both tenanted and leasehold).

The requirement is for a specialist contractor to deliver the D&B works for the Tertiary Networks within each home and the Secondary Networks that connect these homes to around 20 substations, which in turn will connect to a new primary network and renewable energy centre.

The primary district heat network and energy centre are being separately procured.

The Tertiary Networks will be installed internally within each block, so will require a great deal of close coordination with both residents and the Council’s refurbishment contractor (who will be delivering the building and electrical works).

The detailed scope for the Tertiary Networks comprises: 1.

The heating system to each home comprising Heat Interface Unit (HIU), billing and metering system plus controls, radiators, valves and small diameter distribution pipework 2.

The domestic hot water (DHW) system to each home comprising taps, valves and small diameter distribution pipework 3.

Strip out and disposal of existing heating and Domestic Hot Water (DHW) systems.

The scope for the Secondary Networks comprises: 1.

Connection from each HIU to the 20 substations 2.

Strip out and disposal as appropriate of existing communal heating supply and DHW supply systems.

In addition, the cold-water system to each home is included within the scope of this D&B package.

In summary this scope comprises: 1.

Making connection from the existing water main adjacent to each block and running a new feed into each home 2.

Installing the small-diameter pipework required within each home to connect to the HIU and taps 3.

Strip out and disposal of existing cold-water systems.

In delivering the above works it will be important that the D&B contractor minimises the duration in which each home is disconnected from its existing heat and cold-water supplies, before being connected to its new supplies.

As the district heat network is expected to become operational in mid-2024, the D&B contractor needs to ensure that the blocks due to be refurbished before that date can still receive heat supply in the interim either from existing or temporary boilers.

In respect to the initial phase of the Notting Dale Heat Network at Lancaster West Estate, sources of necessary funding have been identified including award of a £1.116m HNIP capital grant.

The scheme is currently at Commercialisation Stage and is intended to reach Final Investment Decision (FID) in December 2022, when firm prices for the D&B works will need to have been procured.

Construction is due to start at the end of March 2023, with heat supply commencing in mid-2024, and the last secondary and tertiary networks being installed by the end of 2029.
