The brief

The London Borough of Tower Hamlets is looking for a contractor to create a new Parking Enforcement Plan (PEP).

The PEP must reflect the strategic priorities of the Council in its published plans and strategies, and the vision for the service includes the following priorities.

The PEP must incorporates the latest industry standards, national, regional and local regulations, guidance and codes of practice but not limited to these strategies: - Air Quality Strategy - Transport Strategy - Planning Strategy - Tower Hamlets Local Plan - London Plan - Provides an open and transparent mechanism for the Council to monitor performance and standards in all aspects of its enforcement activity.

The new PEP will be a document reflective of the wider industry and include the bespoke requirements for LBTH.

It will be designed in a manner that is easily interpreted by lay readers and provide a robust policy framework under which the service can operate efficiently, fairly and transparently.

The successful bidder will help to shape how enforcement services are delivered in The London Borough of Tower Hamlets, by delivering a new Parking Enforcement Plan.

This will be an 18-month contract with no extensions.
