The brief

The Council commissions organisations to deliver homework clubs and academic support to children and young people in the borough, aged 2- 19, to increase children’s confidence in learning and to provide a place with support that will offer an environment conducive to learning.

Through a range of aspiration and confidence building activities, the service supports children with their homework and complements their academic learning at school in line with curriculum objectives.

The clubs also provide opportunities for social interaction and address gaps in language and literacy with the understanding that some parents do not have English as a first language.

The Council also commissions the supplementary school’s partnership which provides a coordinating role to ensure the quality, safeguarding, training, and development of the schools to deliver learning opportunities to children.

Sessions are offered up to 12 times a week across providers, including a specific club for traveller children and the supplementary school partnership manages a network of 13 supplementary schools also delivering learning and homework support services across the borough for children and young people.

The current services were established 1 April 2020 and there is a need to refresh services to reflect the emerging needs of children and young people and the sector from April 2025.

Current contract arrangements will end March 2025 and the Council will need new services in place from April 2025.

Ahead of April 2025, engagement will be undertaken with the sector to develop and finalise requirements and inform the most appropriate route to market to procure the service.

Estimated total annual value of the contract is £130,000 (excl.

VAT).
