The brief

In the coming months The Highland Council will be looking to tender for a number of Service Providers to provide Time Limited Housing Support Services for various service users/requirements for the Highland Council Area, on an ‘as and when’ required basis.

Service Providers shall provide ‘floating’ time-limited Housing Support for service users assessed as requiring the service with the primary aims of, enabling them to increase their capability, independence, skills and confidence to manage and sustain a stable and suitable home and avoiding homelessness and failed tenancies.

The Framework Agreement will be divided into lots which will be confirmed at time of tender publication, covering Housing Support for adults aged 16 and over years, Youth Independent Living Housing Support and Refugee Resettlement Support.

It is intended that the duration of the Framework Agreement will be for a twenty-four (24) month period, with the option of multiple extensions to be extended by up to twenty-four (24) months, subject to mutual agreement.

The Procurement Procedure will be the Open Procedure – please review the Supplier Journey for more details - https://www.supplierjourney.scot/supplier-journey/bid/tenders/procurement-procedures This Prior Information Notice (PIN) gives “advance notice” which will allow potential bidders to prepare themselves to bid in time for the future competition of this requirement.

Further, this PIN is also to identify interested parties ahead of publication of the Tender and requires bidders to express an interest.

The Contract Notice for future competition of this requirement will be published on Public Contracts Scotland (PCS).
