The brief

The purpose of this Prior Information Notice is to inform the market that Network Rail are intending to commence an Occasional joint procurement with Office of Rail and Road for the creation of the CP7 Independent Reporter Framework.

The Independent Reporter Framework sets the criteria for a supplier to be qualified to bid to undertake an Independent Reporter review.

The Independent Reporter will work in a collaborative manner with ORR and NR and remain impartial throughout any review.

The findings will be reported back to ORR and NR upon completion.

The new Framework will consist of five (5) Lots, and each Lot will contain a minimum of one (1) and a maximum of three (3) Independent Reporters who are qualified to bid for contracts.

The Lots available are as follows: 1.

Analytical Support 2.

Programme, project and cost management & consultancy 3.

Asset Management and engineering & environmental matters 4.

Railway operations and performance management 5.

Efficiency and financial reporting.

It is expected that the Pre Qualification Questionnaire (PQQ) will be publish in June and will run for four (4) weeks.

The PQQ will consist of the following envelope weighting: Qualification: Pass Fail Technical: 90% Commercial: 10% The ITT will consist of the following envelope weighting: Technical: 70% Commercial: 30%
