The brief

Sport England as the contracting authority is tendering for the supply of a National Evaluation and Learning Partner (the Services).

The Supplier, referred to as the National Evaluation and Learning Partner, will be the national organisation, or consortium, responsible for leading the scope of the work with Sport England, local places and key partners in evaluating and learning from our investments into place-based systemic working.

Expanding our Place Partnerships is a key commitment in our 2022-25 Uniting the Movement (UtM) Implementation Plan, and we are looking for a Supplier to help us to evaluate and learn from this £250m invested into Place Expansion, and demonstrate the progress and contribution of the investments made in relation to our four long-term outcomes.

This will require the National Evaluation and Learning Partner to work with up to 12 Deepening places (formally Local Delivery Pilots - LDPs), up to 100 Place Expansion new places, and a sample of up to 75 Active Support places through the Place Universal Offer.

Some of these places are already in receipt of Sport England investment, with more places to be awarded investment into place-based systemic working, in a proportionate way, over the duration of this contract.

This an exciting, ambitious, and innovative contract, and world leading in its scale.

The ask is for a National Evaluation and Learning Partner to work with these places, alongside Sport England and key partners to fulfil the Objectives specified in the ITT.
