The London Borough of Bromley (the Council) is seeking to commission one or more innovative solutions to deliver specialist children’s residential provision, which may include a partnership arrangement or capital investment.
To summarise, the objectives of this provision are as follows: • Reduce the overall spend on placement costs.
We aim to reduce weekly placement costs for a therapeutic residential by a minimum of £1,500 - £2,000 per week per child. • Having a provision which is identified for the exclusive use of Bromley, will improve care planning for children and young people ensuring the young people are provided with safe and secure placements when they are most in need. • Children and young people will benefit from the continuity of services including education, health, and children’s social care support. • There will be a significant reduction in staff and family travel costs and time.
As such, we are seeking an experienced provider of specialist therapeutic residential care for young people, to co-design the provision in line with the needs of the local authority, resulting in exclusive use of any provision for a set term at preferential rates.
The provision(s) must have a minimum of three beds and be run independently of the Council.
To account for the specific needs of different categories of users, including disadvantaged and vulnerable groups, the Council requires that the proposed provision(s) are within the London Borough of Bromley or neighbouring borough/counties.
