The brief

The DVLA is an Executive Agency of the Department for Transport (DfT), based in Swansea.

The DVLA’s primary aims are to facilitate road safety and general law enforcement by maintaining accurate registers of drivers and vehicle keepers and to collect Vehicle Excise Duty (VED).

In March 2005 the DVLA entered a 20-year PFI Contract for the refurbishment of the estate and the provision of facilities management (“FM”) services.

The overarching PFI agreement will expire on 31st March 2025.

DVLA requires a Compliance Services Service provider from the point of exit commencing 01/04/2025 across the DVLA’s Swansea estate, comprising of Morriston, Swansea Vale and Ty Felin and Ty Forest in Fforestfach.

DVLA requires bidders to provide innovative proposals in response to this Specification to assist DVLA’s strategy of providing modern services across all their services.

DVLA requires a Compliance Services Service provider to provide a service 24/7, 365 days a year, for an initial 5-year Contract term with the option to extend on a 5 +1year, +1year basis.
