The brief

Purpose of this Notice This Preliminary Market Engagement (PME) Notice is issued in accordance with the Procurement Act 2023 to inform the market of an upcoming procurement and to invite early engagement via Teams meeting.

The authority is preparing to launch a procurement for a national cyber threat detection and reporting platform under a Competitive Flexible Procedure.

This service will replace and enhance the existing Police Cyber Alarm system.

This notice serves to: • Signal the intent to launch a formal procurement in Q2 2025. • Invite suppliers to participate in early engagement activities. • Gather insights to help finalise the tender documents.

Summary of Requirement The future platform will: • Collect and enrich inbound external network security device metadata from UK member organisations. • Support threat detection, alerting and pattern recognition. • Provide scalable and secure cloud-based processing, storage and querying capabilities. • Offer dashboards, reporting tools, and scheduled vulnerability scanning. • Integrate with law enforcement and threat intelligence services 3.

Supplier Engagement Activities Engagement Period: 31 March 2025 - 21 April 2025 Supplier Engagement Day: Tuesday 1pm 15 April 2025 (Online) Activities will include: • Presentation of the draft high-level requirements and delivery timeline. • Q&A session with the project team. • Opportunities for suppliers to submit feedback and suggestions.

Next Steps Following the engagement period: • Supplier feedback will be reviewed and may inform the final SQ and ITT documentation. • A Selection Questionnaire will be published by end of April 2025, followed by an Invitation to Tender in June 2025.
