The brief

HSE are seeking external assistance to deliver specific water safety training for a limited number of HSE nominated employees, for working safely on, over or adjacent to water.

The purpose of this training is to ensure HSE employees are suitably trained and competent to work safely near water, in particular when they may be working within 1 metre of an unprotected edge beside open water.

HSE require a training course to be delivered to its employees that includes practical and theoretical elements relevant to working near water.

The course must cover: • UK legislation relating to working near water • Industry best practice • Recognising water hazards/hazard identification e.g. fast flowing water, currents, offshore, effects of weather and focusing on avoiding them • Planning and development of safe systems of work and risk assessments including planning for emergencies • Recovery from water training in a controlled environment (such as a pool) • Personal skills to correctly don, use and maintain HSE issued life jackets HSE employees are located across the UK, though it is expected that the employees undertaking this training course are predominantly in the north of England and Scotland.

It is preferable that the tenderer has a number of training locations or is located in the midlands so that travel for HSE employees is reasonable.

HSE will also be open to consider tenderers who can travel to a suitable location deliver the training.
