The brief

Oxfordshire County Council is seeking to procure a new Homecare Framework covering the delivery of Homecare, Discharge to Assess (D2A) and Reablement services across Oxfordshire.

The county has been divided into five operational Zones, and services will be delivered through a two-tier provider model.

This procurement is being conducted as a Competitive Flexible Procedure (CFP) in accordance with the Procurement Act 2023 and will be undertaken as a two-stage process.

Stage 1 - Invitation to Participate (ITP): Interested providers will be required to demonstrate their eligibility to participate.

Stage 2 - Invitation to Tender (ITT): Only providers who successfully pass Stage 1 will be invited to submit a full tender response and participate in the final evaluation stage.

It is the Council's intention to operate and maintain the Open Framework for the maximum period permitted by the Procurement Act 2023, namely an aggregate period of up to eight years from the award of the first framework agreement within the Open Framework scheme.
