Description of the project: Project Scope: The proposal is to create a pet crematorium at the existing Bradwell site to provide a local service for pet owners focusing upon individual animal cremations.
The following scope sets out what NULBC are looking to procure from the market: - The provision, installation, and commissioning of a self-contained pet cremation solution (shipping container or similar solution) able to house the cremators, ash processing machine, lifting table, staff workspace, a storage freezer along with power and lighting. o The unit must be weatherproof and can be fully clad by the contractor. o The unit must be vented externally. o Fuel storage to be in or around the container (to keep installation costs to a minimum, the unit must have its own fuel source and NOT require a connection to the sites existing gas supply or electric connection other than for ancillary functions such as lighting). - A pet cremation chamber/unit able to cremate animals up to 50kg. - A secondary cremation unit/chamber able to incinerate small animals up to 10kg o The units are required to run on HVO / Biodiesel or other fuels able to minimise carbon emissions (supporting the Borough Council's Net Zero commitments). - The cremation units must be compliant with environmental regulations i.e.
DEFRA, and all health and safety standards/regulations and laws. o The units will need to be able to operate up to7 hours per day, 5 days per week, 50 weeks per year, cremating up to 5-7 animals per day. o The units must include at least a 12-month warranty - Ability for provider to also offer a multi-year Maintenance and service package including both reactive and preventative Maintenance, programmes/schedules to ensure that the cremators remain functionally at all time - The provide will need to provide training and an ongoing support solution for employees. - The indicative timeline is to have the unit delivered, installed and operational by 31st December 2025. • Form of Contract: It is envisaged that individual appointments will be under the Borough Council’s ‘Short Form Goods and Supporting Services Contract’. • Contract Value: - The total budged for this project is: o £70,000 capital cost o An additional £2,500 has been allocated for 3-year service & maintenance programme with defined/response times faults times • Procurement Route: As this is a below threshold procurement the Borough Council of Newcastle-under-Lyme will look to invite those interested suppliers to participate in an ‘Invitation to Quote (ITQ) process on publication of the relevant documentation. • Award Criteria: Unknown at this stage but will be provided once the specification of requirements has been finalised and uploaded into the Council’s standard ITQ template. • Programme: EOI Issue: 21st May 2025 Site visits: Between the 9th to 13th June 2025 email andrew.arnott@newcastle-staffs.gov.uk to arrange a site visit.
