Bridge Maintenance and Operation

Norfolk County Council is responsible for the maintenance of the Haven Bridge, and the maintenance and operation of the Herring Bridge, which are both twin-leaf lifting bridges located in the port town of Great Yarmouth.
The Haven Bridge is operated by Peel Ports on behalf of Great Yarmouth Port Authority, who have a statutory obligation to operate the bridge for navigation.
Haven Bridge was opened in 1930 but underwent a significant mechanical and electrical upgrade between 2021 and 2023.
Herring Bridge was opened to traffic in February 2024.
Existing contracts expire in February 2026 [Haven Bridge] and January 2027 [Herring Bridge].
The council is currently scoping requirements for the procurement of a replacement contract or contracts.
It is anticipated that a single procurement exercise will be undertaken in respect of both bridges.
Scope of the contract(s) is expected to include the following, but is subject to amendment as the specification is developed further.
In respect of Herring Bridge: 1) Maintenance (planned and reactive) and operation - operation is 24/7/365 from a manned control tower on site 2) Planned and reactive maintenance of road traffic equipment including movable barriers, flashing beacons, audible warnings and CCTV 3) Providing support to the emergency services in case of maritime or road traffic accident, chemical spillage, fire or other incident 4) Soft and hard facilities management [planned and reactive] of the control buildings, control tower and welfare facilities including cleaning, HVAC, and domestic electrical, plumbing and heating systems 5) LOLER and weekly walkover inspection In respect of Haven Bridge: 1)Planned and reactive maintenance, weekly test lifts, lifts where required for maintenance or refurbishment or otherwise at the direction of the highway authority, but not routine operational lifts.
2)Planned and reactive maintenance of road traffic equipment including movable barriers, flashing beacons, audible warnings and CCTV 3) Planned and reactive maintenance of the wooden deck and associated waterproofing systems and running course 4) Providing support to the emergency services in case of maritime or road traffic accident, fire or other incident 5) LOLER and weekly walkover inspection
