The brief

The Domestic Abuse and Sexual Violence (DASV) team is responsible for directly commissioning specialist domestic abuse and sexual violence services for Cornwall on behalf of the Safer Cornwall Partnership, to respond to the strategic priorities identified within the partnership Domestic Abuse and Sexual Violence Strategies.

We use the Public Health Commissioning process to provide a shared understanding of local need, to develop our commissioning intentions, to inform procurement and to evaluate and review whether we are enabling victims, their families and children and those who engage in abusive behaviours to have their needs met effectively.

Provision of Domestic Abuse Community Support Services, Cornwall Council will be the lead commissioner for these services on behalf of the Safer Cornwall Partnership.

The opportunity will comprise of the following 3 lots and the maximum opportunity of this contract is expected to be a period of 10 years.

Comprising of an initial 5 year contract term, which may be followed by up to two optional extension clauses, the first of which is 3 years and then a further for 2 years providing the maximum opportunity of 10 years.

Lot 1 – Community Domestic Abuse Service – helpline and advocacy To include; • Provision of a Domestic Abuse helpline. • Independent Domestic Violence Advisor (IDVA) Service on a need led basis. • Health and Primary Care IDVA Services. • Drop-in services. • Trauma stabilisation experienced/ witnessed and/or been impacted by domestic abuse. • Assertive outreach for those with multiple vulnerabilities. • Peer mentoring and volunteering opportunities.

With an anticipated, but my no means confirmed annual value of £700,000 - 800,000, final budget values will be confirmed when the procurement is published.

Lot 2 - Community Domestic Abuse Service – recovery and therapeutic support To include; • Recovery and therapeutic support programmes delivered via both 1:1 and group support including trauma stabilisation and trauma processing for those impacted by domestic abuse adults and children. • Behaviour change and interventions (abusive person) programme (for adults and children). • Trauma stabilisation interventions for those who have experienced/ witnessed and/or been impacted by domestic abuse. • Peer mentoring programme • Psychoeducational interventions for adults and children affected by Domestic abuse.

With an anticipated, but my no means confirmed annual value of £700,000 - 800,000, final budget values will be confirmed when the procurement is published.

Lot 3 – Domestic Abuse Training and education To include; • Awareness raising and training in settings, including E-learning, face to face packages , train the trainer approaches and communities of practice. • Healthy Relationships education programmes in primary, secondary, alternative provisions and those unable to engage in mainstream education.

With an anticipated, but my no means confirmed annual value of £100,000-£150,000, final budget values will be confirmed when the procurement is published.

Please Note Each lot will contribute to a wider overall specification , where individual lots are being delivered by different providers there will be an expectation that a co-delivery approach will be taken to deliver a robust single point of access referral pathway and providers will work collaboratively across the piece to deliver the wider service as a whole.

The procurement is anticipated to publish in June.
