The brief

Bath and North East Somerset Council is testing the market to better understand what the market could provide in relation to Homeless Off-the-Streets Direct Access Hostel accommodation, that will also include housing management and support.

The primary purpose of the accommodation is to provide an alternative to rough sleeping for people at risk of or already doing so.

We are currently testing the market for: Option 1: Organisations with: a.

Premises, that they currently own, and which are suitable for use for the hostel provision within the B&NES area; or b.

Premises suitable for the hostel provision, that they can acquire through leasing/partnership agreement within the B&NES area; or c.

A site that can be developed into hostel premises within the B&NES area, by the supplier organisation.

Option 2: Organisations that could: d.

Source a site/building within the B&NES area and, in partnership with the council, develop a hostel to meet current and future needs of homeless population. e.

In the event that the council is able to secure a suitable site, work in partnership to develop and deliver a hostel to meet current and future needs of homeless population.

The organisation will then provide support and housing management.
