Increasing the Accessibility of Plant Healthy Certification

Defra intends to award a three-year (25 June 2025 – 31st March 2028) Memorandum of Agreement (MoA) to registered, not-for-profit, charity Plant Healthy Limited that aims to promote and enhance plant health and biosecurity.
It focuses on helping professionals grow and supply healthy plants and minimizing the risk of introducing and spreading damaging pests and diseases.
As Plant Healthy Limited is closely associated with Defra and its activities are designed to support Defra’s efforts in protecting plant health and facilitating safe trade but it is not controlled by Defra, the MoA is being awarded to support the expansion phase of the Plant Healthy Certification Scheme (PHCS).
Plant Healthy Limited owns and manages the Plant Health Management Standard and the Plant Healthy Certification Scheme.
Key Deliverables of the Proposed MoA: Optimise PHCS accessibility Establish a robust benchmarking process Expand the reach of Plant Healthy Certification Raise awareness and understanding of Plant Healthy Continue to expand Plant Healthy certification across target sectors Ensure Scheme and funding are in accordance with the objectives of the MoA.
