The brief

For the last 7 years Somerset Council has commissioned a service known as Creative Solutions for Complex Individuals.

Individuals accessing the service are homeless or at high risk of homelessness alongside other risk factors to their wellbeing including, but not limited to, mental ill health, substance misuse or a history of contact with the criminal justice system.

The existing contract is coming to an end in March 2026, and we are looking to recommission this service.

Somerset continues to have a need for a service that supports people with these types of multiple disadvantages and exclusions; enabling those who are homeless and most at risk of homelessness, to be supported to maintain their tenancy, identify suitable accommodation, while providing support for mental health needs, substance abuse and other behaviours of distress.

The new contract will be known as the 'Trauma Informed Service: Support to Adults facing Homelessness and Multiple Exclusions in Somerset.' As per its title, key to the new contract will be a Trauma Informed Approach which will inform the direct delivery of support to individuals and, crucially, a robust structure of support around the staff team.

We are looking for a provider which has embedded the approach within their organisation and would also as part of the contract be in a position to share their experience and develop a training programme to be delivered within the Somerset system.

We are keen to hear feedback from a range of providers as part of the wider consultation for this service.

It is anticipated that any new arrangements would commence on 01.04.2026.
