The brief

Newham Council is seeking a dynamic and experienced provider to lead the delivery of infrastructure services for the borough’s Voluntary, Community and Faith Sector (VCFS).

This two-year contract represents a key investment in strengthening the borough’s VCFS ecosystem - building the sector’s capacity, boosting productivity, and supporting long-term sustainability.

This tender is divided into 3 lots.

Lot 1- Support Programme for Global Majority/Ethnically Diverse VCF Organisations in Newham - 60 Bidder Proposals will be evaluated based on the following criteria: Experience and expertise: Proven track record in supporting global majority/ethnically diverse organisations, particularly in the VCF sector.

Project Plan and methodology: Clarity, feasibility, and creativity of the proposed approach.

Budget: Value for money and clear justification of costs.

Understanding of local context: Demonstrated understanding of the challenges faced by global majority/ethnically diverse organisations in Newham.

Commitment to equity: Demonstrated commitment to addressing racism, inequality, and disproportionality through the programme.

Lot 2 - Engagement and Capacity Building for Faith-Based organisations in Newham Bidder proposals will be evaluated based on the following criteria: Experience and expertise: Proven track record in working with faith-based organisations, particularly in the VCF sector.

Project plan and methodology: Clarity, feasibility, and creativity of the proposed approach.

Budget: Value for money and clear justification of costs.

Understanding of local context: Demonstrated understanding of the challenges faced by faith-based organisations in Newham.

Commitment to inclusion: Demonstrated commitment to engaging a diverse range of faith-based organisations and addressing their specific needs.

Lot 3- Digitising Pathways of Support for Voluntary, Community, and Faith (VCF) Organisations in Newham Bidder proposals will be evaluated based on the following criteria: Experience and expertise: Proven track record in developing digital tools and pathways, particularly in the VCF sector.

Project plan and methodology: Clarity, feasibility, and creativity of the proposed approach.

Budget: Value for money and clear justification of costs.

Understanding of local context: Demonstrated understanding of the challenges faced by VCF organisations in Newham.

User-centred design: Commitment to involving VCF organisations in the design and testing process to ensure the final product meets their needs.

Integration of existing resources: Effective use of the provided visual maps of financial, technical, and relational resources.
