The brief

Norfolk County Council wishes to procure an emergency department stop smoking service that aims to: 1.

Reduce smoking prevalence and smoking-related health inequalities by providing evidence-based smoking cessation support to adult smokers attending Emergency Departments (EDs) in Norfolk and Waveney.

2.

Reduce future Emergency Department attendances and hospital admissions linked to smoking-related conditions.

3.

Increase the number of quit attempts and successful smoking cessation outcomes.

4.

Contribute to improved population health outcomes and reduced burden on the NHS through early intervention.

5.

Support the Government's ambition for Smokefree communities by 2030.

6.

Reduce inequalities in smoking prevalence and tobacco-related harm among disadvantaged populations.

7.

Embed the smoking cessation offer as part of a whole-system approach in collaboration with acute, community, and public health partners This is a procurement under the Health Care Services ( Provider Selection Regime) 2023 and not the Procurement Act 2023.

Norfolk County Council are using the competitive process as per Regulation 11 of the Provider Selection Regime.

The decision makers are the Head of Complex Transactions and Sourcing and the Assistant Director of Public Health Commissioning and no conflicts of interests have been identified.

The requirement is not for a framework agreement.
