This is a Provider Selection Regime (PSR) Tender Notice.

Substance Use Treatment and Recovery Service is a Competitive Process under the Provider Selection Regime The awarding of this contract will be subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.

The service will provide drug and alcohol treatment and support for people aged 18 and above.

The service will focus on prevention, treatment & recovery.

The service model must ensure that there is a distinct and appropriate offer for: - Opiate users - Non-opiate users - Alcohol users - Individuals involved in the criminal justice system due to their substance use.

The service will provide a range of evidence-based interventions to individuals requiring support with the following types of substance use: - Experimental use - Recreational use - High-risk/harmful use - Dependent use.

The service must ensure that delivery takes place in a therapeutic environment, which takes into consideration: - Waiting room dynamics - Issues regarding stigma
