The brief

Kent County Council is publishing this Preliminary Market Engagement Notice to invite organisations and individuals interested in attending a prospective engagement event regarding the development of Kent’s Domestic Abuse Referral Hub (DARH).

The DARH will serve as the Council’s referral, assessment, triage, and training function related to domestic abuse for both survivors and professionals.

The DARH will serve as the entry point to the Kent Integrated Family Domestic Abuse Service, which is being developed to support individuals and families affected by domestic abuse.

This event will outline the requirements of Kent County Council for the Domestic Abuse Referral Hub (DARH) and seek stakeholder input on the feasibility and design of the hub.

Dates and Times of the engagement events are detailed below, each event will deliver the same material.

Two virtual engagement sessions are scheduled: VIRTUAL Tuesday 25th November 2025 at 10:30am – 12:00pm VIRTUAL Thursday 27th November 2025 at 10:30am- 12:00pm To express your interest or attend, please email domesticabusecommissioning@kent.gov.uk with your preferred date and time by 14/11/2025 .

Further details will be provided upon receipt of your registration.

Kent County Council intend to procure a Domestic Abuse Referral Hub (DARH) through a tender process.

This procurement will be conducted in accordance with the new Procurement Act 2023.

Please note this notice is not a call for competition; therefore, attendees are not expected to submit any documents.

Further information relating to this procurement will be published on Central Digital Platform and the Kent Business Portal at a future date.

Interested providers are advised to create a supplier profile on the Kent Business Portal to receive notifications about the future procurement opportunity, once the formal tender is launched.
