The brief

Transport for London (TfL) is procuring on behalf of the Greater London Authority (GLA), and invites suitably qualified suppliers to participate in, an Open Procedure for the delivery of services under the Mayor's Homes Off the Streets (HOTS) programme.

This recommissioning process presents a vital opportunity to reshape the future of rough sleeping services to achieve the Mayor's Rough Sleeping Plan of Action, (https://www.london.gov.uk/programmes-strategies/housing-and-land/mayors-priorities-londons-housing-and-land/homelessness/services-people-experiencing-homelessness-including-sleeping-rough/mayors-rough-sleeping-plan-action) with the ambitious goal of ending rough sleeping in London by 2030.

We are seeking to transform service delivery models to preventing returns to rough sleeping, and ensure targeted sustainable routes off the streets.

There are seven lots in total.

This procurement covers the delivery of a pan-London Clearing House service and six Tenancy Sustainment Team (TST) services, including five geographic sub-regional TST lots that form part of the Clearing House partnership, and one pan-London Private Rented Sector (PRS) TST which is a standalone service.

These services support residents with a history of rough sleeping to access, sustain, and thrive in long‑term stable housing.

All lots include a core element and General Optional services to support increased caseloads.

Lot 7 additionally includes a Specific Optional services element to deliver a PRS Tenancy Rescue service offer, consisting of crisis intervention for tenants at imminent risk of losing PRS accommodation.

Please note this is the estimated maximum value.
