The brief

The Police & Crime Commissioner for Warwickshire has awarded a contract for Mortuary Room Hire and Associated Services for Warwickshire Police.

The service includes Forensic postmortem (FPM) with/without Computed Tomography (CT) scan, Forensic Computed Tomography (CT) scan and Forensic skeletal survey, to the Authority.

This direct award is made in accordance with the UK Procurement Act 2023 for below-threshold procurements.

The supplier, Coventry and Warwickshire Pathology Services (CWPS), is the sole provider capable of delivering mortuary and pathology services within the Coventry and Warwickshire region due to: Statutory and operational requirements: CWPS operates under University Hospitals Coventry & Warwickshire NHS Trust and is the designated provider for pathology services across the local NHS network.

Specialist facilities and accreditation: Mortuary services require secure, licensed facilities and compliance with HTA (Human Tissue Authority) standards, which CWPS uniquely holds in this locality.

Integrated service delivery: Pathology and mortuary functions are embedded within the Trust's clinical governance and cannot be substituted without significant risk to continuity of care and compliance.

A Memorandum of Understanding (MOU) has been put in place with Coventry and Warwickshire Pathology Service (CWPS) to formalise the service that continues to be provided to the Authority.

The MOU is in place with pricing fixed until end of July 2026 at which time a review of the service and pricing will be undertaken.

The MOU has a start date of 01 April 2025 but due to delays outside the Authority's control the MOU was not finalised and signed until 10 December 2025.

Values have been estimated based on a financial forecast using invoices received for Q1 and Q2 of this financial year.
