The brief

Hampshire County Council is considering a new approach regarding Home to School Transport whereby a vehicle owned by the Council is provided to the contract holder (Operator) as part of a tendered route for school transport.

The Operator would be responsible for providing an authorised driver for the vehicle and managing the overall delivery of the contract under their usual licensing arrangements.

The vehicle would be made available to the Operator primarily to deliver the route tendered for.

Therefore, if that route ceased or was handed back then the Operator would also be required to return the vehicle to the Council.

The Council would value feedback on the proposal from current Operators on the Council's Dynamic Purchasing System for the Provision of Passenger Transport Services 2023-2033 (reference ET16643) and any other organisation who may be interested in providing Home to School Transport in the Hampshire area.

Please note that at present the Council is merely seeking feedback on this high level proposal and does not have firm plans to implement it or enter into any contracts including it.

The contract dates given below are nominal for the purposes of this UK2 notice and should not be construed as any kind of commitment on the part of the Council.

The end date provided is the end date for the Council's DPS for the Provision of Passenger Transport, through which any contracts incorporating this proposal would be procured.
