The brief

The contract is for a single supplier to provide Project Management in relation to ISO 11 Fumigation Lobby replacement project at The Pirbright Institute, Ash Road, Pirbright, Surrey, GU24 0NF.

Existing Arrangements The ISO 11’s fumigation lobby was installed pre-2007 and is now unserviceable as the manufacturer is no longer able to provide support due to obsolescence and inherent building design & operability shortcomings, including its capacity and physical orientation.

It was decommissioned in 2017.

Technical and operational issues within the ISO11 fumigation lobby are summarised below.

Technical issues: • No temperature control which compromised the efficacy and limited the operation of the lobby. • Unserviceable HMI panel and obsolete software and controls lacking any Original Equipment Manufacturer (OEM) support.

Operational issues: • Unsuitable for removal of large items such as animal gating (3.0m length x 1.5m height) • Ergonomic issues including the loading area to corridor angled at 90 degrees requiring a tight manoeuvre in loading the lobby.

As no fumigation lobby is available in ISO11, items are currently removed from the containment area of the building and taken to Plowright for fumigation following a temporary process which has associated biosafety and H&S issues and risks.

This temporary process can only be implemented during the facility planned shut-down periods resulting in items accumulating in ISO11 which has impacted ISO 11 operational space.

This situation is unacceptable in the long-term as highlighted by the HSE inspection conducted in March 2022.

Preferred Future Position: The preferred future position is to have a fully functional formaldehyde lobby, accessible from within ISO11, capable of accommodating large items and equipment.

This lobby should have a minimum lifespan of 15 years with fully automated controls and appropriate monitoring systems/alarms.

The space must be reconfigured by redefining the containment boundary and install a new fumigation lobby with enhanced monitoring and safety features.

There are a total of 9 (nine) Work packages, not including Project Management within the overall project.

These will require procurement and delivery under the scope of Project Management: - WP1: Civils and builders works package, including waste disposal - WP2: CDM, site management and welfare facilities - WP3: Modifications to vacuum drainage system - WP4: New fumigation lobby - WP5: Ventilation pressure controls - WP6: Fumigation lobby ductwork, reheat battery, pipework & controls - WP7: Local UPS supply re-feeding - WP8: HIRA studies - WP9: Access control system modifications
