The brief

The contracting authority intends to establish a multi-supplier framework agreement for the provision of asbestos management services across its estate.

The framework will cover a comprehensive range of activities relating to the safe handling, treatment, and removal of asbestos-containing materials (ACMs), including licensed and non-licensed works.

The appointed suppliers will be required to deliver services associated with asbestos removal, encapsulation (encasement), and specialist asbestos paint removal, ensuring full compliance with all relevant UK legislation and industry best practice, including the Control of Asbestos Regulations 2012 and guidance issued by the Health and Safety Executive.

The scope of services is expected to include, but not be limited to: Asbestos Removal Works: Safe removal and disposal of asbestos-containing materials, including licensed asbestos (e.g., insulation, lagging, AIB) and non-licensed materials, in accordance with statutory requirements.

Encapsulation / Encasement: Application of appropriate sealing or containment systems to manage asbestos in situ, extending the life of materials while mitigating risk.

Asbestos Paint and Coating Removal: Specialist removal or treatment of asbestos-containing paints and surface coatings using controlled techniques.

Surveys and Sampling (as required): Targeted intrusive surveys, sampling, and analysis to support works delivery.

Waste Management and Disposal: Transportation and disposal of hazardous waste at licensed facilities, including provision of all consignment documentation.

Air Monitoring and Clearance Testing: Undertaking or coordination of air testing, four-stage clearance procedures, and certification where applicable.

Emergency Response: Provision of reactive and urgent response services for accidental disturbance or discovery of ACMs.

Compliance and Reporting: Full documentation, method statements, risk assessments, and maintenance of auditable records in line with regulatory requirements.

Stakeholder and Site Management: Coordination with site operators to ensure minimal disruption, particularly in occupied or operational environments.

The framework is anticipated to be divided into lots (e.g., by geography, project value, or type of asbestos work) and will enable the contracting authority to call off services for both planned and reactive works over the contract term.

This procurement seeks to appoint competent, experienced, and appropriately licensed contractors with demonstrable expertise in asbestos management and a strong track record of delivering works safely in compliance with statutory obligations.

The framework will support the authority in maintaining safe premises, managing asbestos risks effectively, and ensuring ongoing compliance across its property portfolio.
