CARE AT HOME - PRE-MARKET ENGAGEMENT ADVERT Neighbourhood Care at Home Service (Lot 1) Crisis Response – Borough Wide (Lot 2) Planned Nights – Borough Wide (Lot 3) Adult Services – Approved framework Children Services – Approved Framework Complex Care at Home – Borough Wide Overview Blackburn with Darwen Borough Council is looking to procure for Care at Home Service and is holding a pre-market engagement event.

This event aims to develop a clearer understanding of the market and gather insight into supplier capabilities, innovations, and delivery models for the provision of Care at Home Services in Blackburn with Darwen.

The session will also support providers in understanding procurement requirements and will help inform the development of value-driven service specifications.

The engagement event will cover the following separate service areas: 1) Neighbourhood Care at Home Service (Lot 1) 2) Crisis Response – Borough Wide (Lot 2) 3) Planned Nights – Borough Wide (Lot 3) 4) Adult Services – Approved framework 5) Children Services – Approved Framework 6) Complex Care at Home – Borough Wide Background The intended aims of the proposed services would be to provide statutory assessed care and support to individuals in the community to enable them to continue to live independently in their own homes.

The aims of the Service are to ensure people can: • Live as independently as possible in comfort in their own home, maintaining safety and unnecessary admission to longer term support, paying particular attention to ethnic and cultural issues. • Be supported with a range of practical and social tasks that maintain and improve their quality of life, dignity, wellbeing and sense of belonging as specified in their individual Support Plan. • Retain as high a level of self-care as possible and maintain/re-engage with local support Meeting Information The pre-market engagement event will be held in person on Tuesday 3 March 2026 from 9:30 am until 12:00 The event will take place at St Lukes Church Blackburn, BB2 1TA.
