The appointed provider will: Identify barriers faced by developers and Registered Providers in delivering affordable housing locally.
Recommend practical, financial, and legal interventions the councils can take to overcome these barriers.
Produce an interim report (Feb 2026) and a final report with a detailed action plan (Apr 2026).
Facilitate the creation of an Affordable Housing Panel to strengthen collaboration between housing, planning, and development partners.
