The brief

The Council has entered a collaborative partnership with United Welsh Housing Association to develop accommodation to meet the needs of young people aged 16+ and care leavers.

Using capital funding from Housing for Care Funding (HCF), United Welsh has acquired 2 properties close to Newport city Centre and has renovated them to provide tailor-made accommodation for a total of 9 young people across both schemes.

The Council is looking for a suitably experienced provider to develop a support service to meet the needs of young people to prepare them for leaving care, and to promote their independent living skills as care leavers: • 24/7 Supported Accommodation (4 Beds) to 16-18 year old • Floating Support Service (5 Beds) to 18-25 Supported Accommodation, supporting Care Leavers.

Applications are particularly welcome from the voluntary sectors, supporting the elimination of profit in Children Services.

Supplier engagement sessions are taking place on 29th April 2026 at the Civic Centre, Newport, NP20 4UR.

The purpose of the supplier engagement sessions is to give suppliers who wish to express an interest to meet with the Council to discuss the service and requirements.

Expressions of interest to attend the sessions should be forwarded to procure@newport.gov.uk.
