The brief

The Council is issuing this PME in relation to the future procurement of Swimming Pools and swimming lessons for the teaching of School Swimming across Derbyshire.

The Council is seeking expressions of interest from facility providers who have the capacity and expertise to both host and deliver a programme of School Swimming.

The Council is seeking facilities with a large enough capacity to accommodate up to 35 pupils and equipped to deliver the programme to KS1/KS2 and Send pupils.

Facilities must be close to population centres within each district and have sufficient access to allow for large coaches to drop-off and pick up safely.

Swimming Teachers/ Instructional staff qualified to level 2 must be provided in the following districts- South Derbyshire, Derbyshire Dales, High Peak and Bolsover.

The Council has developed its own bespoke Curriculum and award scheme which supports the aims of the National Curriculum, and it is expected that this curriculum is strictly adhered to across the county.

The School Swimming Programme operates during the academic year across 30 weeks.

Additional 'top up' weeks will be required in addition to the core programme.

All facilities to be considered must have an appropriate range of fixed hoists and/or pods suitable for the smallest users.

Sling hoists and wheelchair pods are preferable.

Nationally compliant standards are expected across all policies and procedures including NOP, EAP, H+S and all Risk assessments.

Changing facilities must be accessible and be appropriate for mixed sex and disabled users.

An adjustable changing bed and hoist in a dedicated disabled changing facility is required.

The Open Framework scheme is anticipated to commence in September 2027 with the initial framework in the scheme and expire after a maximum period of 8 years.

The Council will award a minimum of 2 additional "pre-scheduled frameworks" at 2-year intervals during the term of the open framework scheme.

The total value of the contract is £5.4 Million over 8 years
