The brief

The future procurement opportunity aims to appoint a developer to design, finance and deliver a car park with a minimum of 850 spaces at an agreed location on the International Sports Village site in Cardiff Bay (the Scheme).

Where the Scheme is successfully delivered in accordance with Cardiff Councils (the Council’s) requirements it intends to acquire the completed output from the successful supplier upon practical completion.

For the avoidance of doubt, the upcoming procurement opportunity is not anticipated to require the successful supplier to operate and/or maintain the Scheme.

The successful bidder will be tasked with delivering the car parking provision including lighting and landscaping and further, more detailed information on these requirements will be made available when a Tender Notice is published by the Council.

Subject to the feedback obtained from this preliminary market engagement the Council envisages commencing a public procurement process for the Scheme in July 2026.
