Westminster City Council (WCC) is looking to procure services for two Waste Treatment contracts – The Treatment of Dry Recycling (Lot 1) and the Treatment of Organic Waste (Lot 2).
The contracts are due to start in April 2027, for a period of 3 years (with the option to extend for an additional 2-year period at the Council’s discretion).
The intended route to market is open tender, and the procurement is intended to comprise of two lots.
Lot 1 – Treatment of Dry Recycling – contract details provided at this stage are based on an estimated maximum tonnage of 55kt/annum.

To gage market interest, WCC are releasing this UK2 Pre-Market Engagement notice to welcome suppliers to submit an Expression of Interest (EOI).
Within the EOI, the Council request that suppliers also detail how they believe they can bring innovation and value for money to the Contract/s.
This notice does not represent a call for competition and does not commit WCC to carry out any procurement exercises in relation to this project.
Responding to this EOI does not confer any advantage or disadvantage to organisations and / or individuals in respect of any future procurement exercise that may take place.
WCC will not be responsible for any costs or expenses incurred in responding to this EOI or any other related market engagement activity.
