The brief

WCC commissions a wide range of consultancy services across its Housing Works, Housing Term Partnering, Corporate property and Regeneration & Development portfolios.

These services are currently delivered through a mix of individual procurements, existing frameworks and ad hoc arrangements.

The Authority is exploring the establishment of a multi-lot consultancy framework to provide a more structured, efficient, and strategic approach to procuring consultancy services across its estate.

This engagement aims to gather insight from the market on capability, capacity, commercial approaches, lotting structures, and innovation, to ensure that any future procurement delivers value for money, high quality outcomes, and long-term sustainability.

This Cost estimate is based on a yearly spend of the following, then extrapalated over the longest term of the contract: • Housing General and Housing Repairs and Maintenance - £23 mil • Corporate Property – £10mil • Regeneration & Development – £15mil It is anticipated the Framework will be open and will run for the maximum duration (8 years) with intervals to allow suppliers the opportunity to refresh their offering or allow new suppliers opportunity to work with WCC.
