Full details and documents: https://in-tendhost.co.uk/sesharedservices/aspx/ProjectManage/39110 Horsham District Council (Council) invites quotes for the provision of legal services in connection with the re-tendering by the Council of its leisure centres contract as set out in these documents.

The contract start date for the delivery of the services is scheduled to be Monday 6 July 2026 at 00:00 hours.

The Council is procuring this Contract following a Quote process under the Council's Contract Standing Orders and Procurement Code and will be awarding one Contract for the provision of all services detailed within the Legal Brief.

The Council is seeking to Contract with an organisation that will provide the Services to the highest levels of satisfaction, professional standards and cost effectiveness.

The Council is seeking to contract the successful bidder on either the Kent County Council (t/a KCS Procurement Services) Framework Y21012 - Supply of Legal Services (Procurement & Contract Services) (Kent Framework) or the Orbis Public Law Framework - Lot 4 Legal Services for Commercial Law, Contracts & Procurement, Telecoms & IT Law and Construction Law (Orbis Framework).

The bidder is asked to submit their Quote on the basis of either the Kent Framework or the Orbis Framework and indicate this on Supplier Self-Declaration and Form of Offer where indicated.

The Council are seeking confidential responses to a brief set of questions which explore potential partnership options.

This will inform the Council's approach to the development of its Procurement Strategy and contract documents.

Please submit your responses to the questions below within the separate submission document available on the In-Tend portal.

Responses should be submitted to the Council, via the portal, by 5pm on Wednesday 8 July 2026.

The Council welcomes questions from organisations participating in this market engagement exercise and is willing to facilitate confidential discussions with interested parties.
