The brief

New Lodge Extra Care Housing Scheme is a community set in its own grounds in the garden village of New Earswick, located 2.5 miles north of York’s historic city centre.

New Lodge was opened by the Joseph Rowntree Trust (JRHT) in 2019, and is a purpose-built set of 105 extra care apartments and a registered care home (Rowntree Lodge).

Extra Care schemes allow residents to live independently with the reassurance that staff are on site as required.

The requirement of Extra Care schemes include that residents should be able to access background/ad-hoc support 24/7.

Any individual resident who wants to have an individual planned package of care can organise this, and residents retain the choice of who provides this care.

JRHT wishes to commission a 3rd party care provider who they will pay directly to be based on site 24/7 to provide specific elements of ad hoc/background support.

JRHT will pay the new provider directly for this service, which is currently partially funded via collection of a support charge that all residents, regardless of individual needs, contribute to.

We would also encourage residents to transfer their current individual planned packages of care, to this new provider if they so wish and we are looking for a new provider who has capacity to take on these packages and enter into new contracts with residents.

There is also a commercially beneficial opportunity for the new provider to run an outreach service of domiciliary care to New Earswick and beyond from New Lodge, something which JRHT did historically from the nearby Hartrigg Oaks.

For the extra care apartments, JRHT will remain the landlord and have staff presence on site for landlord roles.

We would anticipate the new care provider and JRHT will work closely together to prioritise the needs of residents and embrace the ethos of extra care.

Once a new provider of ad hoc/background support is appointed, JRHT no longer intends to hold a CQC registration for New Lodge and would expect the new provider to hold this.

Please note for individual planned packages of care only, residents have the right of choice and may choose an alternative provider and therefore these hours cannot be guaranteed.
