The consultancy will support partners to: • Turn shared principles into consistent behaviours and routines • Develop collaborative approaches to service reform • Build confidence, trust, and shared accountability • Strengthen community co production • Test and scale new ways of working • Develop a culture of continuous learning and adaptation The consultancy will act as a neutral, skilled partner to help the system work differently, not as a traditional programme manager or external reviewer.

They will be able to suggest solutions based on a track record of previous successful delivery of system change in public services.
