This notice serves to announce the issue of an Invitation to Negotiate following publication of Voluntary ex ante transparency notice 2015/S 036-061850 dated 17.02.2015.

Provision of a venueand facilities for Exercise RUCKSACK, the GBR army and inter-service cross country and biathlon skichampionships for 200 athletes and 40 officials.
The Authority has a requirement for a 1 year contract with options for a further 3 years for the provision of across country and biathlon championship venue with a biathlon stadium and range, which must be on mainlandEurope, no more than 1 200 km from Calais, no further than 2 hours flight time from London and have goodlocal train and bus links to the Stadium.
The biathlon Stadium and Range must be an International Biathlon Union (IBU) ‘A’ licence facility that hostsworld cup and/or world championship biathlon events, on the IBU race calendar.
The biathlon stadium and range must have a 30 lane, 50 m, electronic target, biathlon range which is available for training 3 days prior tothe 1st race and for the duration of the championships.
The contractor is to provide full access to the biathlon stadium and range which must have a minimum of a 5 kmloop with floodlights, snow cannon and stockpiles of snow; with the ability to maintain the loop to FIS and IBUracing standards, if snow conditions are poor.
On range emergency mountain rescue is to be provided for eachrace.
The Contractor will be required to arrange and manage accommodation for 2 800 bed nights for competitors inlocal self-catering apartments within 5 km of the Race Office and 450 bed nights B&B for Authority Officials inlocal hotels within 800 m of the Race Office.
A Biathlon Race Office (with telephone communications and broadband) is to be provided, central to the Venueand within 800 m of all Hotels used by Championships Officials and Visitors.
The contractor is to produce a compilation of seeded race start lists and deliver a complete results service inaccordance with Army Winter Sports Association (AWSA) Race Rules.
A FIS Technical Delegate, IBU Technical Delegate and Chief of Course for all Cross Country and Biathlon racesare to be provided by the contractor.
They must speak fluent English.
One Range Team (x 12 personnel) to manage the electronic targetry is to be provided by the contractor and anIBU Range Referee who must speak fluent English.
A waxing facility, medical facility, commentary room, refreshment and store rooms is to be provided by thecontractor with outdoor (standing) and indoor (seated) prize giving for 250 personnel in a location central to theVenue.
Championship dates are 20.1.-5.2.2016 with Authority Officials arriving 18.1.2016.
These dates will vary +/- 5days for future option years if taken up.
