The brief

Norfolk County Council in its capacity as Managing Authority of the Interreg VA France (Channel) England Programme 2014-2020 (FCE programme) wishes to procure evaluation services to perform evaluations of the implementation and impact of the FCE programme.

The FCE programme seeks to address common challenges on both sides of the Channel through cooperation.

The programme funds projects under 5 specific objectives: innovation, social innovation, low carbon initiatives, enhancing the attractiveness of the area and coastal and transitional water ecosystems.

The managing authority of the programme is Norfolk County Council, having successfully bid to manage the programme in 2013.

The programme area covers the south and east coasts of England from Cornwall to Norfolk, and the north coast of France from Finistère to Pas-de-Calais.

The evaluations would cover all five specific objectives and would involve working with material in both English and French.

It may be necessary for evaluators to conduct their research across the programme area.

The contract will be entered in to under English Law and payment will be made in Euros.
