The brief

The purpose of this contract is to supply Halton Borough Council with a community based Tier 3 Healthy Weight Service for Adults and Children living in Halton.

For adults the service will provide dietetic and cognitive behavioural support for obese and overweight adults with co-morbidities.

For children the service will provide a clinical and psychometric assessment of underweight and very overweight children and those with fussy eating habits to determine whether there are any underlying medical or psychological factors and make appropriate referrals for treatment.

It will also provide dietetic support for these children as necessary.

The successful provider will deliver an important element of the Healthy Weight pathway and provide leadership of a Local Specialist Obesity Service in conjunction with other relevant healthcare professionals for the purposes of assessment and referral to bariatric services.

The contract will run for an initial two year period from 1st September 2015 to 31st August 2017 with an option to extend for a further year at the discretion of the local authority.

We welcome partnership or consortium bids as well as bids from a single organisation.

Where a partnership/consortium bid is made, a single lead bidder must be nominated and each partnership/consortium member will be required to become jointly and severally liable.

In the case of a partnership/consortium bid, the Authority reserves the right to require that the successful group of bidders form a single lead entity for the purpose of satisfactory performance of the contract.

It is anticipated that the service will be provided from various locations throughout the Borough and at appropriate times to meet the demands of service users and that there will be equitable access for residents living on each side of the Borough.
