The brief

Luton Borough Council wishes to purchase Domiciliary Care Services to support people to live successfully in their own homes with an appropriate range of person centred services.

The purpose of the procurement exercise is to appoint eight providers to a Preferred Partnership Framework.

The Framework is comprised of two lots: Lot A: The provision of domiciliary care to adults aged 18+ in LU1, LU2, LU3 and LU4.

Lot B: The provision of short term domiciliary care to adults aged 18+ being discharged from hospital across LU1, LU2, LU3 and LU4.Luton Council (the Council) is committed to supporting individuals to be able to remain living independently in the community to achieve their goals, aspirations and outcomes.

Domiciliary Care is one of the services that support this aim in maintaining potential in relation to physical, intellectual, emotional and social capacity to achieve individual outcomes and improve quality of life.

It links to a number of measures within the NHS Outcomes Framework and Adult Social Care Outcomes Framework, including: • People with care and support needs have an enhanced quality of life. • People are helped to recover from episodes of ill health or following injury. • People have a positive experience of care. • People are treated and cared for in a safe environment and protected from avoidable harm.

The Contract will be for a period of five years with the option to extend for a further two years by one year increments subject to satisfactory performance.

Providers are invited to submit tenders with a maximum price of £16.00 an hour.

Any Tender submitted exceeding that amount for either Lots 1 or 2 will be rejected and not considered any further.

The hourly rate will be reviewed on an annual basis in line with organisational practice to consider cost pressures.

This does not however guarantee that any increases to hourly rates will be applied.

As a Provider you are accountable and responsible for ensuring compliance with any legal requirements linked to employment.

The provider's financial model should have contingencies to meet legislative requirements and maintain financial sustainability.

The length of the contract period is to ensure business continuity, building of a partnership with selected providers and to build a quality service with these providers.

The deadline for the uploading of tenders is 12noon on the 31st August 2017
