The brief

Cambridge City Council wishes to engage the environmental consultancy market ahead of a possible independent third party review of a series of land quality assessment reports for a former unlicensed landfill site in Cambridge containing a mix of industrial, commercial, and domestic waste.

This review would ideally comprise of the following points: • Expert critical review of all currently available land quality assessment reports (approx.

19 in total) and the production of a robust conceptual site model that identifies all data gaps and long-term uncertainties with respect to various end use scenarios - residential with gardens, residential without gardens, and commercial use. • Undertake a literature review for case studies involving redeveloped former landfill sites that are comparable to the Cambridge scenario. • Utilise the information gained from the two exercises described above to provide Cambridge City Council with an independent, expert, and defensible opinion on the most appropriate, and safe, form of long-term development, both in terms of the site itself and the surrounding area. • To complete the above within a timescale of 90 days. • The retention of consultancy services for up to 12 months in order to review new land quality assessment reports currently in preparation - conceptual site model and expert opinion to be amended as appropriate. • Provision of these services within a competitive budget.
