The brief

This is a contract for provision of a Supplier to install new or replace traffic signals at existing junctions or pedestrian crossings and deliver associated civils work (e.g., replacement of tactile paving, kerbs, cabling etc).

Traffic signals equipment typically has a life cycle of 20 years after which getting replacement parts becomes difficult due to parts no longer being available.

The Council's traffic signals sites are ageing and the lack of Capital funding in recent years has limited the number of essential renewals undertaken.

The Traffic Management Act requires the Authority to tackle congestion and disruptions to the highway.

Traffic signals are a integral part of the network and having reliable traffic signals equipment supports this act.

To support the Authority's obligations, a Supplier is sought to carry out replacement to existing traffic signals located on junctions and/or roundabouts or standalone pedestrian crossings (E.g., replacing traffic lights at a pelican crossing to enable conversion to a puffin crossing).

The Authority may employ the Potential Provider to install new signals or pedestrian crossings where no such infrastructure exists.

In addition to the above, the Supplier may be required to deliver associated civils works, including, but not limited to: instatement of pedestrian guard rail, tactile paving, replacing asphalt layers, road markings etc or work alongside the Authority's own contractor to deliver this work or developer's contractor.

The Supplier may be required to provide traffic management or work within the Authority's own traffic management or a developer's contractor.

The Contract does not cover routine annual maintenance or repairs to such infrastructure.

The Contract has been procured via further competition under Lot 2 (Transport And Pedestrian Control) of the CCS RM6099 Transport Technology & Associated Services Framework: https://www.crowncommercial.gov.uk/agreements/RM6099 The further competition was ran using the CCS E-Sourcing Portal.

The Contract is for 12 months, with the option to extend for a further 48 months.

This extension will take the form of four 12-month extensions, taking the total Contract Period to 5 years.
