The brief

The Tenderer is to complete ALL THREE bill of quantities, the main part of the works is Billington Road, with Meadway and Bideford as additional schemes that Central Bedfordshire Council (CBC) are at no obligation to issue.

The 2 additional schemes will be subject to review and delivery after the Tenderers submissions are received.

A programme for delivery for all 3 is to be included with the submission.

Description of the Works: 1.

Billington Road North Traffic Calming - Implementation of a sustainable transport corridor in Billington in the vicinity of the Pratts Quarry development in Leighton Buzzard.

The proposals include a new roundabout at the junction of Lake Street and Leston Road, Removing the traffic signals at Morrisons and replacing them with a roundabout.

Highway improvements in Billington Road to make it a more pleasant environment with a 20mph speed limit, planters and road narrowing.

A new scheme to encourage traffic from the south to use Grovebury Road as a preferred route into the town Better public transport, cycle and pedestrian access from the Sandhills area into the town centre.

The scheme proposal comprises the following: o The narrowing of the road with the use of block paving, new footway construction and build outs to form part of the overall traffic calming, raised table with cycle zebra, new tactile paving and uncontrolled crossings on the existing roundabout delineated by block paving, replacement of a number of advanced direction and direction signs on the A4146 / A505 (Leighton Southern Bypass) and various roads within Leighton Buzzard itself.

Leighton Buzzard, Meadway - Meadway is currently of 30mph speed limit and single carriageway road which links Vandyke Road to the north-west and Appenine Way to the south-east.

Appenine Way from the junction is of 20mph speed limit to the west and 30mph to the east.

Appenine Way currently runs as a loop road connecting onto Hockliffe Road at two points.

The area is established as an urban environment with local amenities which include shops and three schools, which include Vandyke Upper School, Beaudesert Lower School and Gilbert Inglefield Primary School.

The scheme proposal comprises the following: o Widening the existing footway on the north side of Meadway up to Appenine Way and also the footpath between Appenine Way and Hockcliffe Road, with alterations to crossing facilities at the links between the roads. o Zebra crossing on a raised table on Meadway just south-east of the junction with Vandyke Road-Raised tables and 20mph speed limit along Meadway o A 20 zone is proposed for the side roads off the western section of Appenine Way (and all adjoining cul-de-sacs) and also for Meadway (and all adjoining cul-de-sacs). o An uncontrolled raised crossing for Meadway, to conn...
