The brief

The Authority (herein all references to the Authority means NHS Mid Essex Clinical Commissioning Group (CCG), NHS Basildon & Brentwood CCG, NHS Thurrock CCG and NHS North East Essex CCG) has awarded a contract to Talley Group Ltd for the provision of a Managed Service for Dynamic Pressure Area Care Mattresses and Cushions ('the Service') via Lot 4a (Community and Acute Beds and Mattresses Services) of the NHS SBS Community Equipment Products and Services Framework Agreement (SBS/15/RC/GWB/8730) as advertised in Contract Notice 2015/S 220-400660.

The provision of the Service will provide a vital gateway to independence, dignity and well-being for in scope patients that are registered with a Mid Essex CCG General Practice (GP), Basildon & Brentwood CCG GP, Thurrock CCG GP, and North East Essex CCG GP.

This contract is for the delivery, fitting / installation, adjustment, repair/refurbishment, collection, decontamination and recycle or disposing (if applicable), of dynamic mattresses and other pressure area care products.

The aim of the service is to provide a fully managed service for Pressure Area Care equipment on loan to people living in the community based on clinical needs.

Supported by an existing contract for provision of an Integrated Community Equipment Service, the Community and Acute Beds and Mattresses Service will enable people to do tasks they would otherwise be unable to do, or to provide support to a carer / care worker to enable on-going care in their home environment.

The contract commences 1st April 2022 until 31st March 2027, at an aggregate value of £18,609,501 for years 1 - 5.

It is anticipated that if the 24 month extension, from 1st April 2027 to 31st March 2029, is activated by the Authority, it will be at least an annual value of £3,721,900, bringing the anticipated aggregate value to at least £26,053,301.

However, the Authority have allowed for a margin to the current level of orders for perceived Basildon & Brentwood CCG and Thurrock CCG variation.

This is a block contract with a cap and collar agreed (tolerance levels of 2.5% under the indicative activity plan and 5% over the indicative activity plan) and the activity levels could be in line with previous years or lower.

It is likely that Services for Bariatric products and activity will increase over the term, and any such modifications will be made in line with the Change Control mechanisms within the contract and in accordance with Regulation 72 of the Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020).

All figures quoted are net values, exclusive of VAT.
