NHS England, Lancashire and Greater Manchester (NHSE L&GM) are the accountable authority for the provision of local GP practice services in the Lancashire and Greater Manchester area.

Under the co-commissioning arrangements in place from April 2015, Clinical Commissioning Groups (CCGs) have delegated responsibility and together with NHSE L&GM are currently reviewing a number of practices in the Lancashire Area.

NHS Chorley and South Ribble CCG is proposing to commission an Alternative Provider Medical Services (APMS) contract which is currently delivered from Buckshaw Village Surgery, Unity Place, Buckshaw Village, Chorley, PR7 7HZ.

NHS Blackpool CCG is proposing to commission an APMS contract which is currently delivered from Ashfield Medical Centre, Moor Park Health and Leisure Centre, Bristol Avenue, Bispham, FT2 0JG.

NHS Blackpool CCG is proposing to commission an APMS contract which is currently delivered from Gorton Street Practice, Gorton Street, Blackpool, FY1 3HP.

NHS Blackburn with Darwen CCG is proposing to commission one APMS contract which is currently delivered via two separate contracts from the following sites: - Bentham Road Health Centre, Bentham Road, Blackburn, BB2 4QD - Waterside Surgery, Infirmary Street, Blackburn, BB2 3SF NHS East Lancashire CCG is proposing to commission an APMS contract which is currently delivered from the following three sites: - Leeds Road Surgery, Leeds Road, Nelson, BB9 8EH - Padiham Surgery, Station Road, Padiham, BB12 8EA - Rawtenstall Surgery (Rossendale HC), Bacup Road, Rawtenstall, BB4 7PL NHS East Lancashire CCG is proposing to commission an APMS contract which is currently delivered from Health Access Centre, Haywood Road, Accrington, BB5 6AS.

The aim of all the services is to deliver essential, additional and enhanced services to registered patients of each practice.

It is proposed that the terms and conditions of all the services, including tariff arrangements, will reflect those contained in General Medical Services (GMS) contracts.

It is envisaged that the contract lengths will be 10 years with an option to extend for a further 5 years subject to satisfactory review.

Social Value - Under the Public Services (Social Value) Act 2012 the contracting authorities must consider: (i) How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area ("area" is the geographic area for which the procurement is taking place); and (ii) How, in conducting the process of procurement, it might act with a view to securing the improvement.
