The brief

The Council is commissioning specialist support to address gaps in survey coverage and to undertake feasibility assessments for our 37 corporate assets within scope of the net zero target by 2030.

The purpose is to provide the Council with robust, evidence-based analysis to inform decision making and prioritisation of decarbonisation measures for these assets.

The commissioned surveys will include: Net zero surveys - Part A: Completion of net zero surveys for seven unsurveyed assets to identify recommended retrofit measures to meet net zero.

Net Zero surveys - Part B: Completion of a cost benefit analysis (CBA) to assess the feasibility of recommended retrofit measures for all 37 sites.

This includes retrofit recommendations from the 30 existing and 7 new net zero surveys.

The CBA should evaluate financial, environmental, and social impacts, enabling the Council to determine the most effective and value-for-money pathway to net zero by 2030.
