The brief

Thirteen are looking to procure a Bespoke Service Charge Accounting & Rent Setting System that will be an on-premise hosted solution, that has the functionality to automate the setting, billing, budgeting and management of the full-service charge and rent setting process.

We require a system that will remove the reliance on the use of multiple spreadsheets and be capable of sitting alongside our existing financial and housing management platforms, allowing for data to be imported and exported to and from these systems via open/flat file interfaces, API's and URL links.

We require a system that will have the ability to provide real time reporting functionality and automated budgeting forecasting.

The system should be able to accommodate multiple billing periods i.e.

June, September and December at property level without the need to run as separate property groups i.e. scheme of 4 properties, 3 with April notification date and 1 with August notification.

The system should be able to accommodate several charge frequencies at property level i.e.

50 weeks, 52 weeks, monthly, quarterly and annually.

The system should be able to accommodate varying property types and tenures across our diverse range of tenancies and leases and apply this at property level i.e. scheme of 4 properties, 3 General Needs rented properties and 1 Leaseholder.
