The brief

Cumberland Council wishes to commission a provider to deliver an advice and equipment service for people who are d/Deaf, hard of hearing or have dual sensory loss from 01st September 2025 The service comprises four main elements: • Information, advice and guidance • Care Act assessments • Equipment • Prevention and deaf awareness training.

It will be available to all adults (and young people aged 16-17 in transition from adult social care to children's services) who are d/Deaf, hard of hearing or have dual sensory loss and are resident in Cumberland.

Referrals will come from the council, NHS, other public or third sector organisations, as well as from people themselves.

The provider will also create measurable social value to the people of Cumberland through volunteering and work experience.

The service will help people achieve positive outcomes relating to independence, inclusion, making well-informed decisions and safety, among others.

The contract will commence on 01st September 2025 and will continue for a period of 12 months, unless terminated in accordance with the Conditions of Contract.

There is a potential for a contract extension of one 12-month period, depending on both the success in achieving the outcomes and availability of further funding.

The estimated total value of the contract over the total contract period (including any extension period) is a maximum value of £170,150. but no guarantee is given as to the actual value of the contract.
